IPC CONNECT PORTAL – TERMS AND CONDITIONS

1. About these Terms
These Terms and Conditions (“Terms”) govern access to and use of the IPC Connect portal and related services (the “Portal”), including any content, features and functionality made available through it. Your use of the Portal constitutes your agreement to follow and be bound by these Terms. By selecting “I agree” during registration (or otherwise accessing the Portal), you enter into a legally binding agreement with the International Paralympic Committee (IPC) (“IPC”, “we”, “us”, “our”). If you do not agree to these Terms, you must not register for, access, or use the Portal. Your use of specific Portal features (including membership management, grants, and event participation) may be subject to additional or feature-specific privacy notices. Where applicable, such notices will apply in addition to these Terms and the IPC Privacy Policy.

2. Who the Portal is for (Eligibility)
The Portal is intended for individuals who are authorised to act for, employed by, or otherwise engaged in any capacity and authorized by IPC members and/or IPC recognised stakeholders to access and use the Portal (for example National Paralympic Committees, International Federations, International Organisations of Sport for the Disabled, Regional Organisations or other entities recognised by IPC) (“Member Organisation”). By registering, you represent and warrant that:
a) you are at least 18 years old
b) you have authority to create/access an account and use the Portal on behalf of (or with permission from) a Member Organisation; and
c) the information you provide is accurate and kept up to date.  

3. Accounts, Authentication and Responsibility
3.1 Account creation
You must complete registration and accept these Terms and the Privacy Policy to create an account.
3.2 Account security Y
ou are responsible for maintaining the confidentiality of your login credentials and for all activity under your account. IPC implements appropriate technical and organisational measures to protect personal data, but you are responsible for safeguarding your own account access.
3.3 Unauthorised use
You must notify us promptly if you suspect unauthorised access or misuse of your account. You are obliged to change your password immediately and must also promptly notify IPC if you become aware of any personal data breach, unauthorised disclosure, or security incident related to the Portal.
3.4 Role-based access
Your access rights and features may depend on your role and may be changed by IPC or by your Member Organisation administrators.

4. Acceptable Use
You agree not to:
a) use the Portal for unlawful, fraudulent, harmful, or abusive purposes;
b) upload, transmit, or store malicious code (including viruses) or harmful content;
c) attempt to gain unauthorised access to systems, accounts or data;
d) interfere with the integrity, security or performance of the Portal;
e) scrape, harvest, or systematically extract data except as permitted by the Portal’s intended functionality;
f) use Portal content or data to create a competing database, directory or service;
g) post or share content that is defamatory, discriminatory, harassing, or otherwise inappropriate.  

5. Member Data and Submissions
5.1 Information you submit
You are responsible for the accuracy, legality and appropriateness of information you enter or upload. Your use of specific Portal features (including membership management, grants, and event participation) may be subject to additional or feature-specific privacy notices. Where applicable, such notices will apply in addition to these Terms and the IPC Privacy Policy.

5.2 Rights to use submitted information
You grant IPC a non-exclusive right to host, process, reproduce and display information you submit solely to operate, secure and improve the Portal and deliver IPC-related services, consistent with the Privacy Policy.

5.3 Sensitive data
You should not submit special category data (for example health-related data) unless it is explicitly requested. Where such data is requested, it must be strictly necessary, limited to what is required, and supported by an appropriate legal basis, including explicit consent where required.

5.4 Data protection roles and responsibilities
Depending on the context, Member Organisations may act as data controllers for personal data submitted through the Portal, while IPC may act as an independent controller or processor. You are responsible for ensuring compliance with applicable data protection laws when sharing personal data.
5.5 International Data Transfers Use of the Portal may involve transfer of personal data to countries outside your jurisdiction. IPC will implement appropriate safeguards in accordance with applicable data protection laws.
5.6 Data Subject Rights Individuals whose personal data is processed may have rights (including access, rectification, erasure, restriction, portability, and objection). Details are available in the IPC Privacy Policy.
5.7 Data Retention Personal data will be retained only for as long as necessary for the purposes collected, including legal and auditing requirements, as further described in the Privacy Policy.

6. Grants – Applications, Documents, Deadlines and Records
6.1 Grant functionality
The Portal includes grant application and grant case management features.

6.2 Who may apply

Depending on the programme, grant applications may be completed by IPC members or other organisations approved by the IPC.

6.3 Application content

Grant applications may require narrative information (for example summaries of activities), as well as programme-specific details and supporting evidence.

6.4 Participant / travel / identity-related data (where required)
Certain grant programmes may request personal and logistics information such as date of birth, nationality, passport number, passport expiration date, visa-related questions, travel dates and cities.

6.5 Special category data (where requested by the grant)

Some grant programmes may request impairment/disability-related information (for example impairment-related questions and impairment type). You confirm by entering such data that it is limited to the information required, and is necessary. Where such data is filled in on behalf of someone else, you confirm that it is has been lawfully collected with appropriate consent as required.

6.6 Banking details (where required for disbursement)
Some grant processes require bank information (for example IBAN, SWIFT/BIC, account number and bank address) for disbursement. You are responsible for ensuring any banking data you submit is accurate and up to date.

6.7 Supporting documents and uploads

Grant applications may require you to upload documents (for example agreements, participant lists, quotes, templates or other evidence). If you upload documents containing personal data, you confirm you have a lawful basis to share them with IPC for the purposes of administering the grant.

6.8 Deadlines and extensions

Grant opportunities may have deadlines. In IPC Connect, applications can be started before the deadline and completed afterward, and extensions may be handled by keeping a grant case open; however, starting a new application after a deadline may require IPC action to enable it which is at the IPC’s sole discretion.

6.9 Communications and audit trail
Grant application records and communications may be tracked through a case record and associated timeline.

6.10 Record retention in grant cases
Grant data is retained in line with IPC processes and broader retention principles defined in the Privacy Policy.

6.11 Photo/video permissions (if applicable to a grant)
Some grant programmes may include a permission statement allowing IPC to use photos and videos taken during specific activities for IPC communications and reporting purposes.

6.12 Integrity and misuse
IPC may reject, suspend, or terminate grant-related access and/or processing where it reasonably believes that data has been submitted inaccurately, unlawfully, or in breach of these Terms.

7. Events – Registration, Accreditation, Accommodation and Transport

7.1 Event Management scope.
IPC Connect is being rolled out in phases, and Phase Two extends IPC Connect to cover event management, including registration, accreditation and travel, alongside integration with existing systems.

7.2 Event registration.
The Portal may be used to register attendees for IPC events, capture required registration information, and (where applicable) validate eligibility to participate.

7.3 Registration fees and payments (where applicable).
Where registration fees apply, they may be collected by IPC and may need to be settled before certain event entitlements are provided (for example, issuance of an accreditation badge or access credentials).

7.4 Accreditation.
The Portal may support accreditation-related processes, including issuance, collection, and use of accreditation badges/credentials. You must use accreditation in accordance with event rules and any instructions provided by IPC and/or the event organiser.

7.5 Accommodation (where applicable).
Event participation may involve accommodation arrangements. For some events, accommodation bookings and payments may be made directly with official hotels, and the Portal may provide relevant information or links to support those arrangements.

7.6 Transport and arrivals/departures (where applicable).
The Portal may collect and manage arrival/departure information and transport requirements to support event logistics, including accessible transport planning where needed.

7.7 Visa support (where applicable).
For events requiring entry/visa support, the Portal may capture visa-support needs and related information. Visa support letters and processes may be subject to programme/event conditions (including completion of registration and, where applicable, fee status).

7.8 Accessibility and dietary/medical requirements (where applicable).
Event registration may include collection of accessibility requirements (for example vision/hearing impairment or wheelchair-related needs) and other requirements needed to deliver services (such as catering). You must ensure that any information you submit is accurate and that you are authorised to provide it.

7.9 Deadlines, changes and cancellations.
Event registration, accreditation and logistics may be subject to deadlines and operational cut-offs. You are responsible for updating your information promptly if it changes (e.g., arrival/departure changes) and for following any cancellation/change rules communicated for the event.

7.10 Supporting documents.
You may be asked to upload supporting documents for event participation (e.g., identity/eligibility documents or other required forms). Where documents contain personal data, you confirm you have a lawful basis to share them with IPC for event administration.

7.11 Third-party services for event delivery.
Certain event services (including, but not limited to, accommodation, transport, production, catering, interpretation, and venue services) may be provided by third parties, and your participation may require coordination with those parties as described in the Privacy Policy. Third-Party Data Sharing: Such third parties may include event organisers, accommodation providers, transport providers, venue operators, IT service providers, and other partners involved in delivering IPC events and services.

7.12 International transfers in events.
Event participation may require international sharing of personal data for logistics and operations, subject to appropriate safeguards.

7.13 Minors data.
Where data of minors (e.g., athletes) is processed, Member Organisations must ensure compliance with applicable laws, including parental or guardian consent where required.

7.14 Automated processing
The Portal may use automated processes to support eligibility, accreditation, or grant administration, in line with applicable data protection laws.


8. Member Directory and Contact Details
The Portal may include features that display or share member contact details. You must use contact details accessed through the Portal only for purposes in connection with IPC Connect and other relevant IPC related activities a nd must not use them for unsolicited marketing.

9. Intellectual Property
The Portal and its software, designs, text, graphics, logos and trademarks e.t.c (excluding your submissions) are owned by and are the exclusive property of the IPC, its licensors and protected by intellectual property laws. IPC grants you a limited, non-exclusive, non-transferable, revocable right to use the Portal for IPC-related purposes of your Member Organisation. You may not reverse engineer, decompile or attempt to extract source code except where permitted by mandatory law. You may not reproduce, distribute, modify, create derivative works of, publicly display, republish, download, store, transmit, or otherwise exploit any of content on the Portal.
 
10. Confidentiality
You may have access to non-public information about IPC, Member Organisations or other users (“Confidential Information”). You agree to use Confidential Information only for legitimate Portal purposes, protect it using reasonable safeguards, and not disclose it unless authorised or legally required.

11. Availability, Changes and Support
We aim to provide a reliable Portal but do not guarantee uninterrupted availability or error-free operation. We may modify, suspend or discontinue any part of the Portal, including features and functionality.

12. Suspension and Termination
We may suspend or terminate your access if you breach these Terms, if IPC reasonably suspect security or misuse risks, if required by law, or if you are no longer authorised by your Member Organisation or due to a governance issue within the Member Organization or an IPC Member suspension or termination. Upon termination, your right to use the Portal ends immediately. Relevant provisions (including confidentiality, IP, and liability) survive termination.

13. Disclaimers
To the maximum extent permitted by law, the Portal is provided on an “as is” and “as available” basis. IPC disclaims all warranties, express or implied, including implied warranties of merchantability, fitness for a particular purpose and non-infringement.

14. Limitation of Liability
To the maximum extent permitted by law, IPC will not be liable for indirect, incidental, special, consequential or punitive damages, or for loss of profits, revenue, goodwill or data arising out of or related to your use of the Portal. IPC’s maximum aggregate liability arising out of or in connection with the Portal or these Terms, whether in contract or tort (including negligence) will be limited to [EUR 100]. Nothing in these Terms limits liability that cannot be limited under applicable law.

15. Indemnity
You agree to indemnify and hold IPC harmless from claims, damages and expenses arising from your misuse of the Portal, your violation of these Terms, or unlawful/infringing content you submit.

16. Governing Law and Jurisdiction
These Terms are governed by the laws of Germany. The courts of Bonn, Germany will have exclusive jurisdiction,

17. Changes to these Terms
We may update these Terms from time to time. Material changes will be communicated through the Portal or during your next sign-in. Continued use after changes take effect constitutes acceptance of the updated Terms.
